2025 Bold City Police Motorcycle Skills Challenge - Official Rules

The Bold City Motorcycle Skills Challenge is an event to promote motorcycle safety and the benefits of motor training. Police Motor Officers are at the forefront and are often considered the icon of a skilled motorcycle operator.

 

All rules are subject to revision without prior notice, subject to approval by the Rules Committee.

Rules Committee

  • Rules Committee will be established to settle all disputes that cannot be settled at the judges level.  The Head Judge will select committee members from different agencies.

  • Disputes: A dispute will be handled in the following manner:

    • Any dispute of scoring of a particular event must be addressed by the affected participant after completing the said run.

    • Only the participant may dispute scoring or a judge’s decision.

    • Disputes will be brought to the Head Judge for a ruling over an event / course score.

    • If the dispute is not resolved by the Head Judge, the Rules Committee will resolve the dispute.

    • All decisions of the Rules Committee are final for the day of the skills training.

  • Conduct: Participants who display or engage in an unprofessional conduct as determined by the Head Judge (or their designee), may be ejected from the skills training.

 

Eligibility

  • Police Officers (active or reserve) that are currently qualified to operate a Police motorcycle through their employing agency.

 

Motorcycle Requirements

  • All Harley Davidson motorcycles shall be at least 1300 cc’s, and all metric motorcycles shall be at least 1100 cc’s.

  • All motorcycles shall be equipped with all standard equipment used for their normal course of duty and/or street use. No modifications or removal of standard equipment will be allowed; including lights, side stands, saddle bags, bag guards, engine guards, radio boxes, fork stops, etc.

  • Motorcycles shall be ridden on the course in the same configuration as they are ridden on duty or on the street. All motorcycles must have factory-equipped saddlebags and either a windshield or a fairing.

  • Side stands must be in place and operational. Competitors may tie or otherwise secure their side stand during the event, but the side stand and the side stand spring must remain in place throughout the event.

  • ABS/RDRS/Traction control, and factory safety systems, if equipped from the factory, must be operational.

  • All tires must be properly inflated to +/- 3psi of the manufacturer's recommendation.

 

Classes

  • Elite: All riders who have placed Overall 1st, 2nd, or 3rd at any other motorcycle competition. Divisions 1, 2, and 3 will be combined for this class only.

  • Expert: All riders who have previously placed in Novice but have not been Overall 1st, 2nd, or 3rd at any other motorcycle competition or has competed in 3 or more without placing.

  • Novice: All riders who have never individually placed at any similar motorcycle competition or hasn’t competed in 3 or more without placing.

  • Senior/Classic: All riders who are over 50 years of age. These riders will compete in their appropriate division as well.

 

Divisions

  • Division 1 – Harley Davidson Roadking (Windshield)

  • Division 2 – Harley Davidson Electra Glide/Road Glide (Faring)

  • Division 3 – Other (Metric, BMW, Pan America, Etc)

 

Awards

  • Mr. Rodeo

Mr. Rodeo will be awarded to the overall fastest rider. If the competitor completes all timed courses, throughout the entire event without penalties, they will be awarded a 5 second Clean bonus from their Mr. Rodeo time. Mr. Rodeo time will be calculated as follows: Side A + Side B + Challenge Ride + Penalties from all scored courses throughout the event – bonus time = Mr. Rodeo time.

 

  • Individual Division

Each competitor will ride both Side A and Side B for time. Competitor’s Individual Division time will be calculated as follows: Side A + Side B + Penalties – Bonus time = Individual time.

Side A and Side B

Competitors will enter and move continuously through the exercises to the exit. Time starts when the rider’s front tire enters the first exercise. Time stops when the rear tire exits the last exercise, and the motorcycle comes to a complete stop with the rider’s left foot down at or inside a designated point.

 

Side A and Side B will be two differently designed courses.

 

  • Challenge Ride

This will be an exercise that the competitors have not seen or practiced. The exercise will be based on time and errors. The exercise will be explained, and the riders will be allowed to walk the course prior to their ride. The time and errors will count towards the individual’s overall scoring for Mr. Rodeo.

 

  • Slow Ride

Time starts when the front tire enters the exercise and stops when the rear tire exits the exercise, or the rider puts a foot down, drops the motorcycle, crosses any boundary line, or touches an obstacle.Slow ride does not count towards the competitor’s overall time for Mr. Rodeo.Competitors are not required to compete in the Slow Ride to qualify for Mr. Rodeo.

 

Scoring

  • No personal video will be reviewed to dispute penalties.  The judge’s rule is final.

 

Penalties

  • Knock Down or reset a cone 2 seconds

  • Put a foot down (each tap) 2 seconds

  • Drop the motorcycle 10 seconds

  • Stopping to correct path of travel (backing) 10 seconds

  • Run out of the exercise 10 seconds (Running out of the exercise will require the rider to re-enter at the point they left the exercise.)

  • Wrong path of travel or does not complete the exercise as designed is a Disqualification (DQ)

 

Bonus points

  • Mr. Rodeo bonus

A 5-second time deduction for running all timed courses clean (Side A, Side B, and Challenge Ride) will be calculated towards the competitor’s Mr. Rodeo time for a maximum bonus of 5 seconds towards Mr. Rodeo. Harley riders ONLY will apply the 5-second bonus, if received, from their Individual bonus for a possible total of 10 seconds towards their Mr. Rodeo time.BMW riders will NOT apply their individual bonus if received towards their Mr. Rodeo time.

  • Individual bonus

5-second time deduction for running Side A and Side B clean will be calculated towards the competitor’s Individual Division time. For Harley riders ONLY, this bonus will be applied towards their Mr. Rodeo time as well.

 

Mr. Rodeo

Side A + Side B + Challenge Ride + All penalties – Bonus = Mr. Rodeo

Individual Division

         Side A + Side B + All penalties – Bonus (5 sec)= Individual Division

Challenge Ride

         Time + Penalties = Challenge Ride

Slow Ride

         Slowest time

Team Ride

         Two-man duo ride in a specified course

Motor Failure

  • Before entering the event, a rider or team will be allowed ten minutes to repair or replace a motorcycle that is malfunctioning. A replacement motorcycle must meet the Motorcycle Requirements as stated above and be the same division motorcycle as the one being replaced.

 

  • Once a rider or team has begun the event, and a breakdown occurs, the competitor must notify the Head Judge and the rules committee. They will look at the cause of the breakdown and rule to allow a re-ride or to disqualify the participants’ run.

 

Attire

  • Helmet and safety gear must be worn/fastened when the motorcycle is under power.

  • Practice days: Appropriate clothing may be worn (over-the-ankle boots, gloves, eye protection, and helmet).

  • Competition day: Riders must be in the appropriate uniform normally worn on duty including all safety equipment as follows:

    • Duty belt

    • Gun/Holster

    • Cuff case

    • Magazine pouch

    • Radio holder

    • Vest is optional
